According to Dr. Hussam Salah Morad, Dean of the Faculty of Medicine at Qasr Al-Aini and Chairman of the Board of Directors of Cairo University Hospitals, the plan aims to enhance the hospital's capabilities and prepare it for integration into the country's comprehensive health insurance system. The hospital's vast size, equivalent to 25 normal-sized hospitals, presents a significant challenge.

The development plan focuses on improving the hospital's facilities, including the renovation of the iconic Dome Building, also known as the Dean's Building, using self-funded resources. Dr. Morad emphasized that the hospital's current state and existing infrastructure require significant upgrades to meet the necessary standards for joining the comprehensive health insurance system. Dr. Morad noted that several pediatric hospitals, including Abu Al-Rish Children's Hospital, have already completed or are nearing completion of their upgrading work.
