Egyptian Petroleum Minister Karim Badawi recently held a meeting with Sameh Shenouda, Executive Director and Chief Investment Officer of the Africa Finance Corporation (AFC), to discuss potential partnerships and financing opportunities for various projects. The talks focused on areas such as petroleum, natural gas, refining, petrochemicals, and mining. Badawi emphasized the importance of expanding partnerships with international financing and investment institutions to support Egypt's petroleum and mining sectors.
During the meeting, Badawi and Shenouda explored opportunities for AFC to provide financing for exploration and production companies, as well as projects to upgrade existing refineries and construct new refining facilities. The discussions also covered potential AFC participation in financing petrochemical projects aimed at producing higher-value products. These projects are currently at different stages of planning, feasibility studies, and financing arrangements. Badawi presented several projects, highlighting the government's efforts to create an attractive investment climate and accelerate project implementation.
The mining sector featured prominently in the talks, with Badawi outlining recent developments and reforms aimed at attracting long-term investment and maximizing the value of mineral resources. He highlighted the introduction of the Open Blocks system, which provides mining companies and investors with new opportunities to access concession areas and launch exploration activities. Badawi also emphasized promising investment opportunities in phosphate processing, given Egypt's substantial phosphate reserves and resources. The government prioritizes domestic processing to produce higher-value products.
Badawi explained that the government will refrain from signing new contracts for raw phosphate exports while honoring existing agreements. This policy aims to expand downstream industries and maximize the economic returns generated by the country's phosphate resources. Available opportunities include projects to produce phosphoric acid and various types of phosphate fertilizers, creating scope for AFC to finance different stages of the value chain. AFC expressed interest in these opportunities, and the two sides discussed financing mechanisms for mining start-ups.
Shenouda reaffirmed AFC's interest in supporting projects that transform Africa's mineral resources into higher-value manufactured products within the continent. He noted that such projects would strengthen local manufacturing, support economic development, and create employment opportunities. AFC is exploring potential cooperation with Egyptian companies and existing projects in this field. The two sides also discussed the possibility of implementing joint training programs to strengthen the technical, administrative, and legal capabilities of employees in the mining sector.
The discussions included opportunities to benefit from training programs developed by AFC in cooperation with Australia's Murdoch University. The meeting also addressed potential cooperation on projects to improve energy efficiency and rationalize consumption at petroleum and industrial facilities. This would involve adopting solutions and technologies to reduce energy consumption and operating costs, improve production efficiency, and strengthen competitiveness and environmental sustainability.
At the conclusion of the meeting, Badawi invited AFC to participate in the next editions of the Egypt Mining Forum and the Egypt Energy Show (EGYPES 2027). He said participation would provide an opportunity to gain closer insight into available investment opportunities and strengthen engagement with companies and investors. The meeting was attended by several high-ranking officials, including Salah Abdel Karim, CEO of the Egyptian General Petroleum Corporation (EGPC), and Alaa Abdel Fattah, Chairperson of the Egyptian Petrochemicals Holding Company (ECHEM).
