The Egyptian House of Representatives, led by Counselor Hesham Badawi, is set to begin receiving notifications from political parties regarding their chosen representatives for parliamentary bodies starting Thursday, as the second legislative session commences. This process is in accordance with the invitation from the President of the Republic. According to the House of Representatives' internal regulations, any political party with three or more members can form a parliamentary body.
The internal regulations of the House of Representatives, specifically Article 105, state that each political party or coalition with three or more representatives must notify the House of Representatives' speaker in writing. This notification should include the name of the chosen representative for their parliamentary body, as well as the names of all members belonging to that party or coalition.
Parties or coalitions are also required to notify the speaker in writing of any changes to their representatives within seven days of the change occurring. This ensures that the House of Representatives has accurate and up-to-date information on the composition of parliamentary bodies.
Based on the distribution of seats in the 2026 House of Representatives, 11 parties will have parliamentary bodies. These parties include: Mostaqbal Watan with 227 members, Hamat Al-Watan with 91 members, Al-Gabha Al-Watani with 65 members, and others. The number of members for each party determines their eligibility to form a parliamentary body.
Conversely, four parties will not have parliamentary bodies due to having fewer than three members. These parties are: Al-Hurriya Al-Masri with 2 members, Al-Muhafizin with 1 member, Iradat Jil with 1 member, and Al-Wa'i with 1 member.
The internal regulations of the House of Representatives outline the responsibilities of parliamentary body representatives. According to Article 106, the representative of a parliamentary body speaks on behalf of the body on all matters related to the House of Representatives and its activities. They also have priority in speaking in the House of Representatives and its committees.
Additionally, Article 107 allows representatives of opposition parliamentary bodies to choose one of their members to represent their collective views. This representative has priority in speaking in the House of Representatives and its committees. They can also speak on behalf of the opposition parliamentary bodies if they notify the speaker in writing.
