The Ministry of Planning and Economic Development in Egypt recently organized an intensive workshop in collaboration with the World Bank's environmental and social experts. The workshop aimed to build the capacity of ministry employees in managing and applying environmental and social dimensions to investment projects according to the latest national and international standards. The workshop also discussed the executive mechanisms for a proposed "infrastructure project financing guarantee mechanism."
The workshop was attended by several ministry leaders, including Dr. Mona Essam, Assistant Minister of Planning for Sustainable Development; Engineer Nahid Morsi, Assistant Minister for Infrastructure; Mustafa Metwaz, Minister's advisor for follow-up; and Dr. Heba Youssef, Executive Director of the National Program Unit. The World Bank delegation included Amal Felts, a social development specialist; Carla Khouri, a social development consultant; and Maysara Shams El-Din, an environmental specialist.
Mustafa Metwaz stated that the Ministry of Planning is working on studying innovative mechanisms to finance infrastructure projects in partnership with the private sector. This is in coordination with relevant ministries to reduce the financial burden on the state's general budget. The ministry, in cooperation with the World Bank, has prepared a final proposal for an "infrastructure project financing guarantee mechanism." This mechanism aims to be a national platform specialized in managing and mitigating credit risks and mobilizing private capital through professional guarantees.
The proposed guarantee mechanism has several key components. These include a unified evaluation framework, which adopts a unified window for project evaluation and approval to ensure speed and transparency. It also involves financial risk management, converting direct sovereign guarantees into managed financial obligations that help deal with sudden shocks. Additionally, the mechanism focuses on financing in local currency, reducing foreign exchange risks by providing financing options in Egyptian pounds.
The World Bank delegation, led by Amal Felts, reviewed the bank's Environmental and Social Framework (ESF). The ESF provides a comprehensive set of standard policies to address environmental and social risks that may face investment projects during preparation and implementation. Felts emphasized the bank's commitment to providing continuous technical and institutional support to the Egyptian government and relevant ministries. This support aims to deepen understanding and application of environmental and social standards, ensuring project sustainability and attracting more responsible investments that meet sustainable development requirements.
The guarantee mechanism prioritizes sectors such as renewable energy, water desalination, sanitation, transportation, and housing. It seeks to reduce foreign exchange risks and convert sovereign guarantees into managed obligations. The platform will also be supported by the World Bank and other international financial institutions. The Ministry of Planning's initiative aligns with Egypt's efforts to enhance infrastructure development and attract private sector investment.
Key stakeholders are optimistic about the potential of the new platform to boost infrastructure financing in Egypt.
