Egypt's Minister of Health and Population, Dr. Khaled Abdel Ghaffar, announced the implementation of new financial incentives for medical professionals, starting with the November 2024 salary. This move is part of the government's efforts to improve the financial and professional conditions of medical professionals, as recommended by the "Egypt 2024" forum. The new incentives aim to enhance job stability and recognize the crucial role of healthcare workers in developing medical services.
The Ministry of Health and Population emphasized that these incentives are part of a broader strategy to boost job stability for healthcare sector employees and acknowledge their role in developing medical services. Medical professionals are the only civilian group subject to a specific law, Law No. 14 of 2014, which regulates their affairs and provides a separate financial system. This law has been amended and expanded to include more medical professionals.
The new financial package includes several allowances and incentives to compensate for the nature of medical work, such as risks and responsibilities. These include a medical risk allowance, an infection allowance, and a full-time allowance, as well as additional payments for night shifts and on-call duties. For example, doctors working in emergency departments can receive a bonus of up to 400% of their basic salary, while those in mental health hospitals receive 200%.
The Ministry reviewed the development stages of the financial system over the past few years, highlighting significant improvements. In 2023, the medical risk allowance was increased to 1,700 pounds for human doctors, with a minimum total increase of 1,000 pounds per month. Further increases were made in 2024 and 2025, with the latest amendment setting the monthly allowance at 2,000 pounds for human doctors and 1,600 pounds for dentists, pharmacists, and veterinarians.
As part of the ongoing efforts to improve the financial situation of healthcare sector employees, the Ministry announced an additional financial incentive of 750 pounds per month for doctors and medical team members, along with a 25% increase in average night shift and on-call allowances. These incentives are in addition to the general salary increases for all government employees, with the minimum wage rising to 8,000 pounds as of July 2024.
The Ministry stressed that these incentives translate the recommendations of the "Egypt 2024" forum into practical steps, prioritizing investment in medical professionals as a key condition for the success of healthcare sector development plans. The Ministry believes that improving the quality of healthcare is not just about building hospitals and acquiring modern equipment but also about the efficiency and stability of all medical team members.
The Ministry concluded by emphasizing that improving the professional and financial conditions of healthcare providers is a direct investment in the health of Egyptian citizens. The Ministry will continue to develop the financial and professional system for medical professionals, providing a more stable and attractive work environment that enables them to provide more efficient healthcare services.
