The Egyptian Ministry of Housing, Utilities, and Urban Communities has announced the details of payment plans for rent-to-own apartments. The program, which will be delivered within three years, allows beneficiaries to pay a monthly rent that will be converted into ownership over a 20-year period. The rental value will be determined based on the rent-to-own system and will be paid monthly from the date of handover.
Beneficiaries will be required to pay a registration fee of 50,000 Egyptian pounds, along with 1,000 pounds in registration fees. An additional 50,000 pounds will be required within a month of allocation notification, making the total initial payment 100,000 pounds. Furthermore, beneficiaries will have to pay 30,000 pounds in quarterly installments, starting three months after allocation, until the unit is handed over.
The payment plan also includes a 3% and 2% administrative fee, as well as a 0.5% fee for the Council of Ministers, and a maintenance deposit determined by each project. At the time of handover, beneficiaries will be required to pay 70% of the unit's value. If a mortgage initiative is available, beneficiaries can opt for a mortgage; otherwise, they will have to pay the remaining amount according to the approved payment plan.
In cases where a mortgage initiative is available, beneficiaries can apply for a mortgage according to the rules and procedures in place at the time. However, the Housing Ministry emphasizes that including mortgage options in the program does not guarantee the availability of future mortgage initiatives or approval from the financing entity.
The Ministry has also outlined the consequences of delayed payments. If beneficiaries fail to pay any of the quarterly installments, the 30% payment at handover, the maintenance deposit, or the monthly value on time, a late fee equivalent to the Central Bank's interest rate, plus 2% administrative fee and 0.5% collection fee, will be applied from the date of due until the date of payment.
Beneficiaries who are allocated units will have to visit the relevant city authority within a month of notification to complete the payment process. The Housing Ministry has emphasized that the payment plans are designed to be flexible and affordable for low-income individuals.
