The scheme allows individuals to rent a unit for 20 years, after which they can own it. The ministry clarified that from the start of allocation and handover, the unit is initially owned by the allocated person, and ownership becomes final after 20 years.

The ministry emphasized that the only obligation for the unit's owner is to pay the monthly rent, which increases by 10% annually. The unit's value is not reassessed after handover. Additionally, each housing unit has a share of the land. The allocated person can also inspect the unit through the relevant city device, where one unit per project is designated for inspection.

The ministry disclosed that the earnest money for the units is EGP 5,000, with a maximum of EGP 15,000, depending on the project. This amount is supplemented by an equivalent of three months' rent from the first year's rental value if the paid earnest money is insufficient. The value of this insurance is updated annually according to the annual increase in the rental value.

In terms of support, the ministry offers an interest subsidy ranging from 8% to 12%. The rental value is divided into monthly payments over 20 years. The ministry also clarified that upon the death of the allocated person, all rights and obligations are transferred to the legal heirs if they wish to keep the unit; otherwise, the unit is returned, and financial settlements are made.

The ministry stated that the allocated person can either pay a maintenance deposit upon handover, deducted from the unit's current value, or pay a monthly maintenance fee, starting from EGP 0.5 per square meter for some projects. The only payment required to own the unit is the monthly rent over 20 years, after which the paid earnest money is refunded.
