The Egyptian government's Social Housing Fund and Real Estate Finance Support has outlined the financial conditions for renting units. According to the fund, applicants must pay a registration fee of 365 Egyptian pounds, which is non-refundable. This fee can be paid through various electronic payment methods via the official website of the Egypt Digital Platform. The registration period for people with disabilities starts on September 20, 2026, and for all citizens on September 28, 2026.

In addition to the registration fee, applicants must pay a 10,000 Egyptian pound security deposit for the unit they wish to rent. This deposit represents approximately three months' worth of rent and can be refunded under certain conditions. The deposit must be paid through specialized postal offices located in cities and governorates where the rental units are available.

Upon acceptance of the application, the client will be required to proceed with the contract procedures at the bank or financial technology company. The client must sign the contract, pay one month's rent in advance, and cover maintenance, management, and collection expenses of 250 Egyptian pounds. They must also pay collection fees as determined by the concerned authorities.

The monthly rent for the units is set at 25% of the applicant's monthly income. The rent is subject to an annual increase of 7%. In addition to the rent, applicants must pay 250 Egyptian pounds per month for maintenance, management, and collection. The fund will cover the remaining rent as a cash subsidy for low-income citizens, up to a maximum of 100,000 Egyptian pounds over the lease period.

The fund will provide support for low-income citizens by covering part of the rent. The support is limited to 100,000 Egyptian pounds over the lease period, based on the citizen's income level and unit size. The tenant is required to pay the monthly rent on the first day of each month, either through salary deduction, bank accounts, or electronic payment methods.

In cases of delayed payment, the tenant will be charged a 2% monthly late fee on the rent, starting from the due date. The fund will take legal action after the first month of non-payment, which may lead to eviction in the third month. The tenant is also responsible for administrative and judicial expenses, as well as lawyer fees.

The security deposit can be refunded under certain conditions. If the applicant withdraws their application before signing the contract, they can retrieve the deposit. After signing the contract, the deposit can be refunded if the tenant returns the unit in its original condition at the end of the lease period. However, the tenant may be liable for any damages or unpaid bills.
