The Egyptian Financial Supervisory Authority has launched an expanded dialogue with stakeholders to develop services and procedures for the Egyptian Movable Collateral Registry and its electronic work system. This initiative is based on directives from Authority Chairman Dr. Islam Azzam to monitor the effectiveness of services provided by the registry and identify key observations and proposals to improve the efficiency of these services. The goal is to facilitate financing procedures and enhance the utilization of movable assets as collateral for financing. The Authority conducted a survey of lenders' opinions on services, procedures, and the electronic work system.
The survey gathered several observations and proposals, leading to a detailed meeting to discuss these points and the practical challenges faced by registry users. The meeting, held at the Authority's headquarters, was chaired by Dr. Mohamed Abdel Aziz, Assistant Chairman and Supervisor of the Egyptian Movable Collateral Registry. Attendees included members of the Movable Collateral Registry unit, representatives from several lender institutions that are registry members, and representatives from e-Finance, the current operator of the registry. The meeting thoroughly discussed technical and operational challenges presented by lenders and examined user-submitted observations.
The discussion also explored ways to develop provided services and improve lenders' experience with the system, aligning with ongoing developments and updates in the registry. Dr. Azzam emphasized that proposals will undergo necessary technical and legal studies to determine implementation mechanisms and development priorities. This process will be conducted in coordination with e-Finance and lender institutions to monitor progress rates and assess the impact on registry efficiency and ease of use. The goal is to enhance procedures and address challenges, contributing to the development of financial services and support for the digital transformation.
The initiative aligns with the Authority's strategy of continuous digital transformation and development of the technological infrastructure for non-bank financial services. It aims to enhance the efficiency of the movable collateral system, supporting easier access to financing and a better business environment. The Authority continues to listen to and benefit from the opinions and proposals of registry users in future development processes. The Egyptian Movable Collateral Registry has seen significant growth, with the number of registrations increasing from 254,814 by the end of February 2026 to 285,015 by the end of August 2026.
This represents an 11.9% growth in registrations and a 15.4% increase in value, rising from approximately 4 trillion to 4.6 trillion Egyptian pounds during the same period. Dr. Azzam explained that movable collateral refers to assets used by their owners as guarantees to obtain financing for investment activities. The Authority established an electronic central registry for registering and publicizing movable collateral rights, enabling their recording, modification, and deletion. This registry reduces financing costs, verification time, and credit risks while improving the quality of available information and transparency.
The registry's development is crucial for enhancing the business environment and supporting economic growth by facilitating access to financing. The Authority's efforts focus on creating a more efficient and flexible system for dealing with movable collateral, meeting the needs of financial institutions, lenders, and other registry users. The expanded dialogue with stakeholders is a key component of this process, ensuring that the registry's services are aligned with user needs and contribute to the overall development of the financial sector.
The Egyptian Financial Supervisory Authority remains committed to developing the Egyptian Movable Collateral Registry and enhancing its services. The goal is to achieve greater effectiveness and flexibility in dealing with movable collateral, supporting the needs of various stakeholders. By engaging with users and stakeholders, the Authority aims to create a more efficient and user-friendly registry system that contributes to Egypt's economic growth and development.
