The initiative proposes that the state allocate land for middle-income housing projects without seeking a profit margin. The support will be directed primarily to citizens through long-term mortgage financing. The program will be limited to one unit per family, with a maximum area of 150 square meters. The financing will be available for up to 20 years, with an interest rate of 10%, compared to the current high-interest rates.
The Ministry of Finance will be responsible for providing support for the interest rate. The proposal also suggests utilizing the difference in land value to finance part of the support cost. For instance, if the land cost is around 2,000-2,200 pounds per square meter, it can be offered to middle-income housing projects at a price ranging from 3,000 to 3,500 pounds per square meter, with the difference directed to a fund or mechanism to support the interest rate.
Shukri believes that supporting middle-income housing can generate indirect returns for the state, including increased project volumes, sales, and subsequently, higher tax and insurance revenues. Additionally, it will create new job opportunities in the construction sector and related industries. The real estate market has witnessed a significant focus on high-end units in recent years, while the middle-class population faces a shortage of suitable options.
The proposed initiative aims to provide affordable housing units with limited areas and lower prices, along with suitable financing options. This will enable the development of large-scale projects targeting this segment, creating genuine and sustainable demand for real estate products.
