The Egyptian Ministry of Finance has implemented new property tax regulations, effective 2026, which include increased exemptions and discounts for residential units. According to Rami Youssef, head of the Real Estate Tax Authority, units with a market value of less than 8 million EGP are exempt from tax. This move aims to alleviate the tax burden on citizens and simplify tax declaration procedures.

The new regulations, under Law No. 3 of 2026, allow for a 25% discount on property taxes for residential units if tax declarations are submitted by September 30. Non-residential units are eligible for a 10% discount. Additionally, advance payments made under the tax account will receive a 5% discount, bringing the total discount to 30% for residential units and 15% for non-residential units.

The Real Estate Tax Authority has introduced an electronic application, "Egyptian Real Estate Tax," allowing citizens to register and declare their properties online. This can be done by downloading the application, registering with a phone number and national ID, and declaring owned units nationwide. This replaces the previous requirement to physically visit the tax authority.

For residential units, the tax is levied on values exceeding 8 million EGP, at a rate of 1260 EGP for every additional million. Youssef emphasized that citizens can receive support in completing registration procedures through designated teams at sports clubs and new city administrations nationwide.

The new regulations aim to enhance taxpayer compliance and reduce the tax burden on citizens. By providing discounts for early tax declarations and advance payments, the Ministry of Finance encourages citizens to meet the September 30 deadline. The electronic application simplifies the registration process, making it more accessible to taxpayers.

According to Youssef, the tax authority is committed to supporting citizens throughout the registration and declaration process. The introduction of the electronic application and designated support teams reflects the government's efforts to improve taxpayer experience and increase compliance with tax regulations.
