Egypt's Housing Fund for Social Housing and Real Estate Finance Support has launched a new trial initiative offering 15,000 housing units in Cairo and several provinces with a rental and potential ownership option. Instead, they will receive support based on their family income. Families with a combined income of 16,000 pounds or less will not have to pay more than 25% of their income in rent. For example, if a family's income is 16,000 pounds per month, their rent will not exceed 4,000 pounds even if the unit's original rent is 5,000 pounds.
The difference between the unit's rental value and the amount the family pays represents a non-refundable cash subsidy, varying from one family to another based on income level. This subsidy can reach up to 100,000 pounds over the rental period. The rental contract is for three years, renewable, with continued support if eligibility conditions are met and family income does not exceed specified limits.
The rental value increases by 7% annually, a predetermined rate providing beneficiaries with financial stability during the contract. One of the program's key features is the option to apply for unit ownership after at least one year of renting. If a beneficiary's financial situation improves, they can apply to the Housing Fund to purchase the unit. The unit's value will be determined according to program rules, with previously paid amounts counted towards the total.
At the start of the contract, beneficiaries pay a security deposit equivalent to three months' average rent, which can be up to 10,000 pounds. This deposit is refunded at the end of the rental period if there are no unit damages or outstanding amounts due. Applicants must provide basic data, income documents, and undergo a field inquiry to verify their housing status and ensure they have not previously received subsidized housing.
In cases where applicants exceed available units, priority is given based on program rules, favoring the lowest-income families, followed by married couples with dependents, then childless married couples, with marriage date considered in the prioritization process. The trial targets newlywed couples, but if successful, it may be expanded to other groups.
