The Department of State Services (DSS) has released four individuals who were arrested and detained on suspicion of being members of the proscribed Indigenous People of Biafra (IPOB). The suspects, identified as Emele Uduma Ibe, Berefgagha Appah, Ondokeyilemi Aggry, and Oyeinmokebebeton Aggry, were arrested in May 2022 in Bayelsa State.

According to security sources, investigations revealed that the suspects were misled into believing they would receive monthly payments of N100,000 under the Federal Government's Amnesty Programme. However, they were allegedly lured by a group of IPOB members who are now facing trial. The DSS established that the suspects were victims of a recruitment scheme orchestrated by members of the proscribed group.

The Director-General of the DSS, Oluwatosin Adeola Ajayi, approved N5 million for each of the four suspects after they were cleared of the allegations. The total compensation of N20 million was paid to the suspects as a form of restitution. The DSS has been involved in several restitution exercises under Ajayi's leadership, aimed at addressing cases involving individuals cleared of allegations following investigations.

The law firm of Deji Adeyanju & Partners, which represented the suspects, commended the DSS for its efforts towards safeguarding national security. The law firm particularly praised Ajayi for his commitment to upholding human rights. They also noted the high level of hygiene and professionalism within the Service.

Upon assuming office in 2024, Ajayi ordered a review of over 300 inherited terrorism cases. The DSS panel has been able to decongest its facility to about 100 after thorough investigations, paying over a billion naira in compensation. The DSS has also compensated several individuals who were wrongfully arrested or detained.

The release and compensation of the four suspects represent another restitution exercise by the DSS under Ajayi's leadership. Emele Uduma Ibe, who spoke on behalf of the others, expressed gratitude to the DSS boss and described the day as the happiest of his life. He noted that the experience had taught him a valuable lesson.

The DSS has been involved in several high-profile cases involving wrongful arrests and detentions. In one notable case, the DSS awarded N20 million and covered the medical bills of a Jos-based businessman who was shot erroneously by service personnel in Plateau State. Several other individuals have also received compensation for wrongful arrests or detentions.
