The Democratic Republic of Congo (DRC) and the United States are strengthening their strategic partnership, signed on December 4, 2025. A coordination and monitoring mechanism, called the "Task Force RDC-USA," has been established to ensure the operational follow-up of the agreement. This mechanism was discussed during the 100th meeting of the Council of Ministers, held on October 9, 2026, in Kinshasa.
The Task Force RDC-USA aims to coordinate and monitor the implementation of the strategic partnership between the DRC and the US. The first meeting of the Task Force will be chaired by Prime Minister Judith Suminwa Tuluka on October 12, 2026. The meeting will bring together concerned government members to discuss the main stages of implementing the partnership between Kinshasa and Washington.
The meeting will focus on US technical assistance, the progress of work on the Lobito corridor development committee, and the treatment of the initial list of strategic assets submitted to the US. The process of selecting strategic projects will also be examined. The Task Force will enable the examination of preparations for upcoming joint meetings between the DRC and the US.
The DRC has committed to undertaking legislative, regulatory, and institutional adaptations within a maximum of 12 months to implement the creation of a centralized fiscal authority. Prime Minister Judith Suminwa Tuluka emphasized that this reform aims to improve the coordination of actions and ensure better monitoring of commitments under the strategic partnership with the US.
The implementation of the centralized fiscal authority offers an opportunity to engage in a more ambitious reform of the public revenue management system. This reform is based on better integration of financial administrations, interconnection of their information systems, simplification of procedures, and consolidation of taxpayer data.
To materialize this reform, the Prime Minister has instructed the Minister of Finance to engage in the necessary work to establish the centralized fiscal authority. This work will be conducted in collaboration with experts from the Prime Minister's office, ministries of Budget, Justice, and Planning, as well as tax administrations and other concerned services.
The Minister of Finance will provide a report within 30 days on the progress of this reform. The strategic partnership between the DRC and the US was signed in a context marked by the securitization of critical mineral supply chains. The agreement establishes a long-term partnership based on several major axes, including the securitization of strategic minerals and the creation of a strategic asset reserve.
