The government of the Democratic Republic of the Congo (DRC) has initiated a project to digitalize judicial revenues and interconnect justice services, including courts, prosecutor's offices, and prisons. This reform, led by the Ministry of Justice with technical support from the United Nations Development Programme (UNDP) and financial backing from the European Union, aims to modernize the judicial system and enhance services to citizens. The project was launched on November 5 in Kinshasa.

The digitalization of judicial revenues involves replacing manual payment mechanisms with a secure, traceable, and verifiable digital system. Authorized authorities will have access to reliable information on collected revenues, concerned courts, and transactions made. This reform also includes interconnecting courts, prosecutor's offices, and prisons through a common, secure digital infrastructure. The goal is to strengthen coordination between institutions, ensure continuity of services, and guarantee better data availability.

The initiative is expected to improve the experience of citizens interacting with justice services. The digital system will simplify, speed up, and increase transparency in payment procedures, while also providing better information on legally required fees. The digitalization process will reduce the risks of overcharging, irregular collections, and loss of payment proofs, thereby increasing citizen trust in judicial institutions and promoting more accessible, efficient, and accountable justice.

The project will be implemented with training for users, establishment of maintenance mechanisms, and capacity building for the Ministry of Justice's IT services and beneficiary institutions. The Ministry of Justice, UNDP, and the European Union are collaborating on the project. The launch ceremony was attended by the Minister of State, Minister of Justice, and Keeper of the Seals, Guillaume Ngefa Atondoko Andali, among other officials.

According to the Minister of Justice, this reform marks a significant milestone in modernizing the Congolese judicial sector. The European Union and UNDP have reaffirmed their commitment to supporting reforms that consolidate the rule of law, enhance accountability of public institutions, and improve citizen access to quality justice. The UNDP has emphasized its focus on national appropriation, capacity building, and sustainability of investments made.

The project's progress will be monitored using measurable indicators, including the number of interconnected sites, volume of digital payments, amount of secured revenues, reduction in processing times, and level of user satisfaction. This initiative marks a new stage in the digital transformation of the justice sector in DR Congo, aiming to increase transparency in public revenue management and improve services to citizens.

The digitalization of judicial revenues and interconnection of justice services is a significant step towards a more modern and efficient judicial system in DR Congo. The project's success will depend on effective implementation, user adoption, and ongoing support. If successful, it could serve as a model for other countries in the region.
