The National Assembly of the Democratic Republic of the Congo has adopted a bill aimed at modernizing the country's road code, which has been in place for approximately 50 years. The bill, initiated by national deputy Tobie Kayumbi, seeks to enhance road safety, better regulate traffic, and impose stricter penalties on offenders. The bill has been transmitted to the Senate for a second reading.
The proposed reform introduces specific rules for different categories of road users, including pedestrians, motorcyclists, cyclists, tricycle drivers, and four-wheel vehicle drivers. It also strengthens provisions related to maneuvers and changes in direction. Notably, motorcycle and tricycle drivers will be required to signal their direction using hand gestures when their turn signals are faulty or not functioning.
The bill includes measures to prevent accidents, such as the installation of rain barriers to limit or halt traffic when weather conditions make roads hazardous. It also regulates driving and rest times for road transporters to reduce fatigue-related accidents. Additionally, the bill provides for stricter technical inspections of vehicles, new conditions for their circulation, and better regulation of driver's license issuance and renewal.
The proposed law also focuses on driver training and road safety, with stricter requirements for obtaining a driver's license. In terms of enforcement, the bill provides for increased fines, expressed in Congolese francs, as well as other penalties, including license revocation or suspension, vehicle immobilization, and impoundment.
According to Radio Okapi, the bill's adoption by the National Assembly marks a significant step towards improving road safety in the Democratic Republic of the Congo. The bill must now be approved by the Senate in identical terms before being submitted to the President for promulgation. Once enacted, it is expected to lead to a reduction in road accidents and improved traffic management.
The road code reform is part of a broader effort to address traffic congestion and safety issues in the Democratic Republic of the Congo. The country's roads have long been plagued by chaotic traffic, with frequent accidents and inadequate infrastructure. The new law aims to address these challenges and create a safer and more efficient transportation system.
Key aspects of the bill include enhanced road safety measures, stricter vehicle regulations, and improved driver training. Three key points of the bill are: stricter penalties for traffic offenders, regulation of driving and rest times for transporters, and mandatory technical inspections of vehicles.
