Dr. Fatih Boutebika, President of the African Parliament, participated in a high-level discussion titled "Interaction Between Parties in the Face of Geopolitical Instability," organized by the "United Russia" party on the sidelines of the Russia-Africa Economic and Humanitarian Forum, held in Moscow on October 28-29, 2026. The event brought together prominent political and parliamentary figures, as well as representatives of political parties.
During his intervention, Dr. Boutebika emphasized that the rapid geopolitical changes the world is witnessing require political parties to play roles that go beyond electoral competition, becoming active forces in promoting dialogue, building trust, and preventing conflicts. He stressed that differences in political orientations and ideologies should not hinder cooperation for peace, stability, and development.
As President of the African Parliament and leader of the Future Front party in Algeria, Dr. Boutebika shared Algeria's experience in managing political transitions, highlighting the country's struggle for independence and the adoption of multipartism, which led to the civil concord and national reconciliation. These experiences underscored the importance of dialogue and consensus in overcoming crises and consolidating national stability.
Dr. Boutebika praised the political and institutional reforms initiated by Algerian President Abdel Majid Tebboune, particularly the 2020 constitutional amendment and the new organic law on political parties issued in 2026. He described these reforms as crucial steps in developing democratic practices, promoting transparency and accountability within parties, and increasing youth and women's participation in politics and decision-making.
On the continental level, Dr. Boutebika emphasized Africa's aspiration to play an active and independent role in shaping international balances, away from the logic of polarization and competition among major powers. He stressed that Africa does not want to be the subject of international decisions but a full partner in making them.
Dr. Boutebika highlighted the importance of parliamentary diplomacy in promoting peace and security on the continent, citing the efforts of the African Parliament's current leadership to develop institutional cooperation with African Union organs, particularly the Peace and Security Council. This was notably discussed during a joint consultative meeting held in Addis Ababa in August 2026.
To strengthen the Russian-African partnership, Dr. Boutebika called for establishing a regular track for African-Russian political and parliamentary dialogue, focusing on exchanging experiences in reconciliation and managing political differences, promoting cooperation on peace, security, and development issues, and supporting programs for young political leaders and encouraging women's and youth participation in public life.
