A delegation from Djibouti, led by Badria Zakaria Cheick Ibrahim, president of the National Independent Commission for Prevention and Fight against Corruption (CNIPLC), attended the third ministerial meeting of anti-corruption law enforcement agencies of the Organisation of Islamic Cooperation (OIC) member states in Baku, Azerbaijan, on October 27-28, 2026. The Djiboutian delegation also included Djama Souleiman Aboubaker, director of international cooperation and asset repatriation at CNIPLC.

The high-level meeting brought together representatives of OIC member states to discuss strengthening international cooperation in preventing and combating corruption. The discussions highlighted the need to address the transnational dimension of corruption offenses, the concealment of illicit products, and the challenges related to the use of new technologies.

The meeting focused on enhancing information exchange between competent authorities, accelerating investigations, identifying the beneficial owners of assets linked to corruption offenses, and developing international cooperation in recovering and returning illicit assets.

Participants emphasized the importance of the Makkah Al-Mukarramah Convention on cooperation between OIC member states in enforcing anti-corruption laws, encouraging member states to sign, ratify, and fully implement the convention.

The third ministerial meeting adopted five resolutions on the Makkah Al-Mukarramah Convention, developing corruption measurement methodologies, transparency on beneficial owners, promoting integrity in the tourism sector, and strengthening cooperation in exchanging information and recovering illicit assets.

The Djiboutian delegation's participation showcased the country's progress in preventing and combating corruption, as well as efforts to consolidate national prevention mechanisms, promote transparency, and strengthen integrity in public affairs management. Djibouti has signed the Makkah Al-Mukarramah Convention and will proceed with the necessary steps for ratification.

Through its participation, Djibouti reaffirms its commitment to strengthening regional and international cooperation, sharing experiences and best practices, and consolidating anti-corruption and asset recovery mechanisms. The CNIPLC will continue its efforts, in collaboration with regional and international partners, to contribute to more effective collective action against corruption and promote transparency, accountability, and integrity.
