On September 22, 2026, Minister Djenabou Touré presided over the opening of the workshop, which aims to examine the achievements of the PANAFIC project, analyze the results obtained, and formulate recommendations to strengthen the perpetuation of actions in favor of local development. The project, financed by the French Development Agency (AFD), aims to strengthen the capacities of collectivities, improve local development financing mechanisms, and bring public action closer to the populations.
The PANAFIC project has enabled the development of tools, accumulation of experiences, and implementation of several investments for the benefit of collectivities and populations. At the opening of the workshop, Sékou Mawa Touré, Director General of ANAFIC, stressed the need to draw concrete lessons from the PANAFIC experience. He invited participants to share their experiences frankly, highlighting both results and constraints encountered, and to formulate realistic and operational recommendations.
Elhadj Moussa Doumbouya, representing the French Development Agency, recalled the main achievements recorded within the framework of PANAFIC, while underlining the difficulties encountered during its implementation. He stated that the project was a global success that touched the most remote territories of Guinea, reinforcing ANAFIC and local collectivities.
Minister Djenabou Touré highlighted the financial and social results of the project, particularly the use of the €10 million mobilized. She reported that the majority of objectives set were achieved, with over 5 million Guineans, mostly women, seeing their daily lives change thanks to the project. The project enabled the construction of micro-projects, schools, health centers, and water points, among others.
The minister called on participants to make the workshop a framework for learning and reflection on the perpetuation of achievements. She stressed that the challenge now is not the performance of the project but the sustainability of these assets. The recommendations of the workshop will be forwarded to the relevant authorities to ensure their implementation.
The two-day workshop brings together various stakeholders, including representatives of collectivities, ANAFIC, and the French Development Agency. The participants will work together to identify lessons learned from the PANAFIC experience and propose ways to capitalize on the achievements for future interventions in favor of decentralization and local development.
