The Comorian government has taken a significant step towards achieving universal health coverage by 2030 with the launch of a pilot project for a universal health insurance scheme. The project, which was officially launched in December 2025, aims to provide health insurance to a large segment of the population. The pilot phase targets 324,085 people in seven districts, with 174,403 people already affiliated, representing 54% of the target population.
The pilot project is being implemented in several districts, including the entire island of Mwali, as well as districts in Ngazidja and Ndzuani. The project is being financed by the French government to the tune of 16 million euros, through the French Development Agency. A budget line has also been established to ensure the sustainability of the project. The scheme is expected to provide health insurance to vulnerable populations and help reduce healthcare costs.
According to Ania Mohamed Issa, Secretary General of the Ministry of Health, the project has not encountered any major problems, but there have been some teething issues related to adaptation. She noted that the project aims to evaluate progress, define technical and strategic orientations, and accompany the implementation of the project. The government has set up a steering committee to oversee the project and ensure its success.
Ibrahim Salim Mari, Director of the Hombo Regional Hospital, has called for the rapid expansion of the scheme to benefit more vulnerable people who are currently excluded from the project due to its geographical scope. He noted that the hospital has only recorded 15 patients since the launch of the pilot phase, and that the project's limited geographical coverage is a major constraint. He suggested that the scheme should be extended to cover more areas and populations.
The steering committee, which met recently in Moroni, brings together stakeholders from various sectors, including healthcare professionals, civil society organizations, and government officials. The committee reviewed the progress of the pilot project and discussed measures to ensure its sustainability and expansion. Participants welcomed the initiative, noting that the first results are beginning to materialize.
The project aims to provide universal health coverage to the population of Comoros by 2030. The government has expressed its commitment to ensuring that the scheme is sustainable and effective in reducing healthcare costs for vulnerable populations. The project is seen as a key step towards achieving the country's health goals and improving the well-being of its citizens.
The Comorian government has taken a significant step towards achieving universal health coverage, and the pilot project has shown promising results. With the support of international partners, including the French government, the project is expected to make a positive impact on the lives of thousands of people in Comoros. The government will continue to work towards ensuring the sustainability and expansion of the scheme.
