The Commune V of Bamako District in Mali has initiated the process for creating a new development plan for 2027-2031. The launch ceremony took place on September 30, 2026, at the commune's conference room. The event was presided over by Amadou Ouattara, the mayor of Commune V. This marks a significant step in the commune's development, reflecting the local authorities' commitment to a clear and realistic vision for the next five years.
The development plan, known as the Plan de Développement Économique, Social et Culturel (PDESC), aims to address the commune's challenges in economic, social, environmental, and infrastructural areas. Mayor Amadou Ouattara emphasized the importance of public participation in the plan's creation. He called for the involvement of all stakeholders, including local populations, to ensure the plan accurately reflects their needs and priorities.
The commune faces numerous challenges despite its potential. These include economic, social, and environmental issues that the new PDESC aims to address. The plan will prioritize concerns, define realistic actions, and align with available resources. Mayor Ouattara stressed that the development plan should not be just an administrative document but a genuine vision for the commune's growth.
The PDESC process is supported by the Projet d'appui à la décentralisation et à l'éducation au Mali (PADEM) and the Direction nationale des collectivités territoriales. The mayor highlighted that the plan aligns with the Malikura Niéta Sira 2063 vision and the United Nations' Sustainable Development Goals (SDGs). This alignment ensures the commune's development plan is part of a broader national and international framework.
The launch ceremony brought together various stakeholders, including members of the communal team, representatives from the coordination of neighborhood chiefs, PADEM, the Direction nationale des collectivités territoriales, and associations of women and youth. The event demonstrated the collaborative approach the commune is taking to develop its future plan.
Mayor Amadou Ouattara outlined that the plan's development involves listening to the population, gathering their concerns, identifying priorities, and finding suitable solutions to the commune's challenges. This approach aims to ensure the plan is inclusive, participatory, and tailored to the commune's specific needs.
The new PDESC will guide the commune's development for the next five years. Its creation is a critical step towards achieving sustainable development in Commune V. The plan is expected to provide a clear roadmap for addressing the commune's challenges and harnessing its potential for growth and development.
