An initiative by NGO House of Africa brought together stakeholders on October 29, 2026, at Chad's National Library for a consultation workshop. The goal is to define a common roadmap for a safer Chadian cyber space, combat misinformation, and ensure equitable internet access for youth and women. The workshop, themed "Building Youth-Led Digital Policies for a Connected, Inclusive, and Safe Chad," aims to enhance youth participation in public policy development in the digital sector.

Boukar Mahamat Bourou, president of the organizing committee, highlighted the dynamic and creative Chadian youth as a driving force behind digital transformation. Youths use technology daily to undertake businesses, communicate, and express themselves. However, constraints and obstacles hinder this momentum. High internet costs, limited rural access, frequent connection outages, and the spread of misinformation and online hate content complicate equitable access to digital services and a safe expression space.

The workshop's organizers and partners, under the "Digitalise Youth" project, stress that no sustainable public policy can be developed without effective youth and women participation in decision-making processes. Building on previous digital citizenship campaigns and the creation of the Committee for Digital Policy Advocacy, the workshop seeks to advance a collaborative approach. Participants engage in working groups focused on internet access, content moderation, and personal data protection to develop a shared roadmap.

The initiative is supported by the Ministry of Youth and Sports and aligns with the strategic orientations of Chad's 2030 National Development Plan (PND). This multi-stakeholder approach aims to present recommendations to the highest state authorities. The goal is to contribute to a more equitable, accessible, and secure Chadian cyber space, where digital technology serves as a genuine lever for emancipation and opportunities for youths and the entire population.

Key challenges to digital inclusion and security in Chad include high internet costs and limited access, particularly in rural areas. Participants at the workshop emphasize the need for collaborative solutions to address these issues. The workshop's outcomes are expected to inform policy decisions and promote a safer online environment.

The "Digitalise Youth" project and related initiatives underscore the importance of youth engagement in shaping Chad's digital future. By fostering a culture of digital citizenship and responsibility, stakeholders aim to empower young people to contribute positively to the country's online landscape. This approach is seen as crucial for promoting equitable access to digital opportunities.

Chad's efforts to address digital governance challenges reflect a broader commitment to harnessing technology for national development. The workshop's recommendations are anticipated to contribute to a more inclusive and secure digital environment, aligning with Chad's development goals and aspirations for a connected and prosperous future.
