The province of Mandoul in Chad has confirmed Raïknan Bealoum Frédéric as the president of its provincial council. This confirmation took place during an extraordinary elective session of the council's executive bureau, held on September 28 at the Service évangélique d’hébergement, d’animation et de développement (SEHAD) in Koumra. The session was convened several months after the disappearance of the council's first president, Millet Rombat Frédéric.
The session was opened by Ahmat Abdallah Fadoul, the Délégué général du gouvernement auprès de la province du Mandoul, who recalled the legal and judicial context that led to the convocation of the extraordinary session. After his intervention, he withdrew to allow the provincial councilors to take responsibility for electing their new executive. The councilors ultimately decided to confirm Raïknan Bealoum Frédéric, who had been serving as interim president, by consensus.
The new executive bureau consists of three members: Raïknan Bealoum Frédéric as president, and David Naradoum and Djeré Mantangar as first and second secretaries of the session, respectively. During the closing and installation ceremony of the new executive, Ahmat Abdallah Fadoul praised the provincial councilors for their patriotic, democratic spirit, and wisdom in opting for consensus.
Ahmat Abdallah Fadoul called on the new executive to activate the various commissions put in place, improve the mobilization of public revenue through financial departments and communes, and seek additional resources from partners. These efforts, he emphasized, should contribute to improving the living conditions of the province's populations, beyond the expectation of state subsidies.
In his address after installation, Raïknan Bealoum Frédéric expressed gratitude to the councilors for renewing their trust in him. He stressed that the role of president of the provincial council demands availability, integrity, listening skills, impartiality, and a spirit of service. He also emphasized the need to work in a spirit of dialogue and collaboration with all stakeholders, including councilors, administrative authorities, technical services, traditional authorities, and populations.
The installation ceremony was attended by administrative and traditional authorities, heads of deconcentrated state services, and representatives of the majority parties and their allies in the province. The ceremony included the signing of minutes, the handover of a sash to the new president, and felicitations.
The new president and his team face the challenge of addressing the needs of the province's populations and improving public revenue mobilization. The provincial council's efforts will be crucial in contributing to the development of the Mandoul province.
