Hamid Yamouda Djorbo, Director-General of Chad's National Fund for Vocational Training Support (FONAP), has emphasized the need to strengthen the culture of monitoring and evaluation in vocational training. Speaking at the closing of a workshop on October 9, 2026, in N'Djamena, Djorbo highlighted the importance of measuring concrete results beyond the number of people trained and certificates issued. The workshop was part of the activities of the African Network of Institutions and Funds for Vocational Training (RAFPRO).

The five-day workshop brought together participants who engaged in exchanges and exercises aimed at enhancing their technical capacities and mastery of monitoring and evaluation tools. Djorbo stressed that the goal is to enable institutions to better assess the effectiveness of their interventions and improve the relevance of their training programs. He noted that monitoring and evaluation should not be seen as mere administrative formalities or end-of-activity checks.

According to Djorbo, monitoring and evaluation constitute essential instruments of governance, steering, accountability, and continuous improvement. They should be integrated into all stages of the process, from identifying needs to analyzing results and impacts. The FONAP director urged a change in approach, encouraging institutions to shift from a focus on activities carried out to a genuine culture of results and impact.

The objective of this new approach is to determine the extent to which vocational training contributes to improving employability, enhancing productivity, and supporting economic and social development. Djorbo posed a critical question: "What is the point of training if we cannot determine what it has actually changed?" This query underscored the central challenge of the workshop.

Participants expressed satisfaction with the workshop and thanked the authorities, through FONAP and RAFPRO, for organizing the training. They indicated that the knowledge acquired would enable them to directly apply the lessons learned in vocational training. The training is expected to enhance the skills of professionals in the sector.

The workshop was part of RAFPRO's activities aimed at strengthening the capacities of vocational training institutions in Africa. FONAP, as a key player in Chad's vocational training sector, is committed to improving the quality and relevance of training programs. The institution recognizes the importance of monitoring and evaluation in achieving these goals.

The call to strengthen the culture of monitoring and evaluation in vocational training is a significant step towards enhancing the effectiveness of training programs in Chad. By adopting a results-oriented approach, FONAP and other institutions can better contribute to the country's economic and social development. The sector is expected to witness improvements in the coming months.
