The Ministry of Finance, in collaboration with the Logone Occidental Provincial Council, held a workshop on November 4, 2026, in Moundou to review the 2026 Annual Investment Program (PAI) for the province. The meeting brought together administrative authorities, provincial councilors, deconcentrated state services, and development partners. The workshop aimed to evaluate the physical and financial execution of programmed activities, identify challenges, and formulate recommendations to improve the quality of public investments at the provincial level.
Solkam Béchir Sous VI, representing the Ministry of Finance, emphasized the importance of annual investment programs in implementing national development policies. She recalled that Chad has committed to an economic and social transformation dynamic driven by the "TchadConnexion2030" National Development Plan. The realization of this ambition relies on the ability of local actors to translate national orientations into concrete achievements for the benefit of the population.
Solkam Béchir Sous VI highlighted three essential requirements for the success of the program: coherence of planning with territorial needs, effectiveness in mobilizing and utilizing resources, and strengthening monitoring-evaluation and accountability. She invited participants to conduct an objective analysis of the results obtained, document difficulties, and propose realistic measures to improve future investment programming exercises.
Yaya Mamadou Belou, Director of Cabinet, officially opened the workshop on behalf of the government's delegate to the province. He welcomed the initiative of the Provincial Council and UNICEF, partners in organizing the workshop. Belou emphasized that decentralization is a crucial lever for bringing public action closer to citizens and enabling autonomous collectivities to participate more in defining development priorities.
Belou stressed that the success of this process depends on close collaboration between administrative authorities, autonomous collectivities, deconcentrated state services, technical and financial partners, and communities. He encouraged participants to examine the results, constraints linked to activity execution, and their effects on the population's living conditions without complacency.
The workshop aimed to review the execution of the 2026 PAI and improve public investment programming in Logone Occidental Province with the support of the Ministry of Planning and UNICEF. Participants examined the coherence of programmed investments with national orientations, including the 12 major projects and 100 priority actions of President Mahamat Idriss Deby Itno, as well as the "TchadConnexion2030" National Development Plan.
The annual review workshop provided a platform for stakeholders to draw lessons from the execution of the PAI 2026 and enhance public investment programming in Logone Occidental Province. The event facilitated a concerted effort to assess progress, address challenges, and optimize resource utilization for effective development outcomes in the region.
