The Chadian government has set a goal to increase resources for autonomous collectives to over 56 billion FCFA by 2027, according to the 2027 finance bill adopted by the Council of Ministers. This represents a significant increase from 47 billion FCFA in 2026 and 39 billion FCFA in 2025. The move is part of efforts to strengthen decentralization and transfer competencies to territorial collectives.

The finance bill also provides for an additional allocation of over 18 billion FCFA to support autonomous collectives, as part of shared competencies, to make decentralization fully operational. This increase is expected to enhance the capacity of local authorities to deliver services to citizens. The Council of Ministers, presided over by President Mahamat Idriss Deby Itno, adopted the bill on Thursday.

The government has also allocated nearly four billion FCFA for the sanitation of 125 elected communes across the country, including two billion FCFA for the central municipality of N'Djamena. These funds will be used to improve waste collection, sanitation operations, and combat stagnant water. This initiative aims to improve living conditions in local communities.

Furthermore, the government plans to cap the tax on livestock sales at its 2026 level and transfer the share currently going to the Treasury to autonomous collectives. The competencies related to the collection and distribution of this tax will also be transferred to provincial councils. This measure is expected to increase the resources available to local authorities.

The 2027 finance bill provides for global resources of 3,065 billion FCFA and will be submitted to the parliamentary adoption process. The bill also includes provisions to strengthen the operating means of territorial administration, particularly for prefects and sub-prefects. This will enable them to effectively carry out their missions.

President Mahamat Idriss Deby Itno expressed satisfaction with the resources allocated to autonomous collectives and called on the government to start executing the budget from the beginning of the year, in accordance with public procurement procedures. The modalities of distribution of the new resources between the different collectives have not been specified.

The implementation of these measures is expected to enhance decentralization and strengthen the capacities of local authorities in Chad. The government aims to make decentralization fully operational and improve the delivery of services to citizens. The 2027 finance bill is a key instrument in achieving these objectives.
