The African Network of Institutions and Vocational Training Funds (RAFPRO) and the National Fund for Vocational Training Support (FONAP) organized a seminar on October 5 in N'Djamena. The event aimed to enhance the skills of personnel from RAFPRO member institutions' monitoring and evaluation services. The seminar's theme was "Monitoring and Evaluation of Training Programs." The opening ceremony was presided over by Dr. Sitack Yombatina Béni, Minister of Higher Education, Scientific Research, and Vocational Training.
The seminar seeks to strengthen the competencies of member institutions' cadres and continuously improve their performance. According to Hamid Yamouda Djorbo, Director-General of FONAP and RAFPRO Vice-President, RAFPRO provides a privileged framework for cooperation, experience sharing, and capacity building among continental vocational training institutions and funds. He emphasized the importance of the seminar's theme for Chad, highlighting the need to assess investments in training based on their results and effects.
Djorbo stressed the necessity of effectively training youth, measuring achievements, monitoring their valorization, and evaluating the impact of interventions. He stated that this is a public responsibility requirement, and vocational training can only play its role in transforming the economy and improving youth employability under this condition. The seminar aims to address these concerns and provide a platform for participants to share experiences and best practices.
Dr. Sitack Yombatina Béni, Minister of Higher Education, Scientific Research, and Vocational Training, emphasized that the government is concerned about the socio-professional insertion of youth through vocational training. This issue is addressed in a specific resolution within the quinquennium. However, he noted that political will alone is insufficient and must be accompanied by actions and synergy around common objectives.
The minister invited participants to formulate realistic and achievable proposals to enable RAFPRO to take off and reach its cruising speed soon. He encouraged collaboration and coordination among stakeholders to ensure the success of vocational training programs. The seminar provides an opportunity for participants to engage in discussions and develop strategies to improve the monitoring and evaluation of training programs.
The event brings together experts and stakeholders from various institutions to share knowledge and experiences. The seminar's outcomes are expected to contribute to the development of effective vocational training programs in Chad and other African countries. The collaboration between RAFPRO and FONAP aims to promote capacity building and improve the quality of vocational training.
The seminar's success will depend on the active participation of attendees and the implementation of proposed actions. The government, RAFPRO, and FONAP are committed to supporting vocational training initiatives that address the needs of young people in Chad and the region. The seminar is a step towards achieving this goal, and its impact will be monitored and evaluated.
