As of November 3, Immigration Canada has introduced significant changes to its Express Entry system, affecting candidates for permanent residence. A job offer in a well-paying profession can now earn up to 100 points, with the study of labor market impact no longer required. The changes were announced by Federal Immigration Minister Lena Metlege Diab on October 16 in Kitchener, Ontario, and modify the Comprehensive Ranking System, a 1,200-point grid that ranks the pool of candidates.

The new system has three tiers for job offers: 100 points for a median salary at least double the Canadian median, 70 points for 1.5 times the median, and 50 points for 1.3 times the median. Twelve months of work in one of these professions can add 70, 40, or 20 points, depending on the tier. These points do not accumulate, and candidates retain the most advantageous option, up to 150 points for an application without an accompanying spouse, and 140 with. This represents a reversal of previous policy, as the ministry had removed all job offer points in March 2025.

The Labor Market Impact Assessment, a document previously required for job offers, is no longer necessary for obtaining the new points or meeting the job offer condition for the Skilled Worker Program and the Skilled Trades Program. However, verification processes remain in place to ensure the legitimacy of job offers. Agents must verify that the company is active, the position is plausible, the employer can meet commitments, the candidate has required qualifications, and labor legislation has been respected.

A list of 186 high-paying professions, classified into three tiers, has been established based on 2023-2025 salary data. The list includes occupations such as petroleum and mining engineers, doctors, civil engineers, and software developers. Candidates with profiles in the pool are being recalculated automatically, but those with existing job offer points were required to update their profiles before November 3. The process may take two weeks, during which time there will be no new invitations issued.

The changes do not apply to Quebec, which selects its own economic immigrants. In 2025, 2,700 Algerian francophones became permanent residents outside of Quebec. The new policy aims to attract individuals with in-demand skills, according to Minister Diab. The Express Entry system is designed to prioritize candidates with the skills and experience needed in the Canadian labor market.

The new points system for job offers is part of a broader effort to streamline and refine the immigration process. By focusing on high-paying professions, the government aims to address labor shortages and support economic growth. The changes are expected to benefit candidates with expertise in in-demand fields, increasing their chances of being invited to apply for permanent residence.

Key stakeholders, including employers and immigration consultants, will be monitoring the impact of these changes on the Express Entry system. As the system continues to evolve, candidates must stay informed about the latest requirements and eligibility criteria. With the new points system, candidates can better understand how their skills and experience align with Canada's labor market needs.
