The Controller and Accountant-General's Department (CAGD) in Ghana has addressed concerns over delays in placing promoted teachers on their new salary scales. In a press release dated September 27, 2026, CAGD stated that it had processed and paid every teacher promotion case for which it received the required documentation from the Ghana Education Service (GES). This announcement comes after teacher unions raised concerns over the delays.
CAGD revealed that Ghana's payroll system operates on two platforms: the Human Resource Management Information System (HRMIS) and the Integrated Personnel and Payroll Database 2 (IPPD2). The employer, GES, initiates promotions in HRMIS and then submits a completed input form and promotion letter to CAGD for validation. These documents are crucial for payroll validation to prevent fictitious promotions and irregular payments.
A meeting on August 31, 2026, chaired by the Minister of Education, led to an agreement that GES would provide CAGD with a master list of promoted staff, their promotion letters, and completed input forms. This agreement aimed to facilitate the payment of teachers' promotion arrears effective January 1, 2026. As of September 22, 2026, CAGD had received 6,079 completed input forms and corresponding promotion letters out of an expected 58,620 cases.
The CAGD confirmed that all 6,079 submitted cases were fully processed and paid, including applicable arrears, as part of September 2026 salaries. The Department emphasized that it had processed every valid case received from GES. Any outstanding payments relate to cases for which GES has yet to submit the requisite documentation for validation and processing.
The CAGD attributed the delay in processing salary adjustments to the lack of required documentation from GES. The Department stated that transactions are suspended until it receives the necessary documents from the employer. CAGD expressed its willingness to engage constructively with the Ministry of Education, GES, teacher unions, and other stakeholders to resolve genuine payroll issues.
The Department urged stakeholders to work collaboratively and avoid making statements that may cause public anxiety or misrepresent CAGD's role in payroll administration. CAGD appreciated teachers' contributions to national development and assured them that every legitimate payment due would be processed once the required documentation was submitted and validated.
The CAGD's announcement aims to alleviate concerns over delays in teacher promotions and ensure that all legitimate payments are processed promptly. The Department's efforts to engage with stakeholders and clarify its role in payroll administration are expected to promote transparency and collaboration in resolving payroll issues.
