The Government of Cabo Verde has announced plans to construct a new complex of buildings to accommodate the Laboratório de Engenharia Civil (LEC) and three institutions under the Ministry of Infrastructure, Housing, and Territorial Planning. The announcement was made by Minister of Infrastructure, Housing, and Territorial Planning, Carlos Tavares, during the celebration of the LEC's 34th anniversary. The project aims to optimize institutional functioning and provide a multifunctional center for training, conferences, and scientific dissemination.
The new complex will be built on the current premises of the LEC in Praia and will also house the headquarters of Estradas de Cabo Verde, Infraestruturas de Cabo Verde, and the Instituto Nacional de Gestão do Território. According to Minister Tavares, the investment represents a bet on construction safety, infrastructure quality, and technical capacity reinforcement of the State. He emphasized that a good work is not only one that is completed on time and within budget but also one that is of quality, durable, resilient, and safe.
Minister Tavares stressed that safety starts with knowledge, quality of materials, and the ability to test and establish technical standards. He defended that the LEC should increasingly become a national center of technical competence, supporting the State, municipalities, companies, designers, and teaching and research institutions. To achieve this, he considered it necessary to strengthen research, knowledge production, norm definition, and knowledge transfer to the sector.
The minister highlighted the contribution of engineers, technicians, researchers, and other collaborators to the construction of the institution and advocated for a new stage marked by a greater connection between engineering, science, training, regulation, and execution. He stated that they have a responsibility to help build the next 34 years and defended an LEC with more knowledge, innovation, rigor, and capacity to contribute to the safety of Cabo Verde's infrastructures.
The celebration of the LEC's 34th anniversary will take place until Tuesday, September 29, under the theme "34 years, anchoring Cabo Verde in quality control and engineering safety through testing, scientific research, and knowledge dissemination." The commemorations will also include a tribute to former presidents and collaborators of the institution and the swearing-in of the members of the institution's Scientific Council.
The planned complex is expected to be completed in 2027, marking a significant milestone in the development of Cabo Verde's infrastructure and technical capacity.
