The Communications Authority of Kenya (CA) has initiated the Post4Health project to improve the delivery of vaccines and temperature-sensitive medical supplies to remote and underserved areas. This project is a collaboration with the Universal Postal Union (UPU) and the Postal Corporation of Kenya (PCK). The goal is to maintain the required temperatures during transportation, ensuring the efficacy of medical supplies.
Six refrigerated trucks have been provided under the Post4Health project to support the transportation of medical supplies. These trucks will be operated by PCK, which has a comprehensive postal network covering all 47 counties in Kenya. The Kenya Medical Supplies Authority (KEMSA) has also been involved in the project since its inception last year. This integrated approach aims to strengthen the cold chain during the final stage of delivery to remote health facilities.
Information, Communications, and Digital Economy Cabinet Secretary William Kabogo emphasized the importance of maintaining the required temperature range during transportation. He noted that vaccines, insulin, and other medicines can lose their effectiveness if not kept within the specified temperature range. The cold chain often breaks during the final delivery stage to remote health facilities, posing a risk to the safety and efficacy of medical supplies.
The project has received a Sh22 million contribution from the UPU and Sh42.9 million from the Universal Service Fund (USF). CA Director General David Mugonyi stated that the project is part of efforts to utilize the USF to improve access to services in poorly served areas. The USF Advisory Council Chairperson James Ongwae mentioned that the fund’s 2023–2027 strategy includes allocating KSh3.1 billion to strengthen the public postal operator.
The USF strategy also aims to reduce the average distance to the nearest post office from about 30 kilometres to 22 kilometres and extend postal access to 99 per cent of the population. In addition to the Post4Health project, the CA has installed Radio Frequency Identification monitoring equipment in 10 additional post offices, bringing the total to 30. This equipment will enhance tracking and monitoring capabilities.
The CA is also upgrading 17 post offices in underserved counties with local area network infrastructure. This upgrade will improve the efficiency and reliability of postal services in these areas. By leveraging the postal network, the project aims to transport medical supplies, share information, and track the temperature and location of deliveries effectively.
The collaboration between CA, UPU, PCK, and KEMSA is expected to significantly enhance the delivery of vaccines and other medical supplies to remote and underserved areas. This initiative will contribute to improving healthcare services and ensuring the safety and efficacy of medical supplies. The project’s success will depend on the effective coordination and implementation of its various components.
