The project was launched on September 29, 2026, by the Prefect of Oumé, Kouacou Elysée, and the Regional Director of Transport and Maritime Affairs of Goh, Koué-Bi Ferdinand. The ceremony took place at the Oumé prefecture, attended by administrative authorities and stakeholders in the transport sector. The initiative aims to create a reliable database of two- and three-wheeled vehicles in the department.

According to Koué-Bi Ferdinand, the project will enable the authorities to know the number, characteristics, and owners of two- and three-wheeled vehicles in circulation. This will contribute to strengthening public and road safety, improving vehicle traceability, and better organizing traffic, particularly in urban centers. The project is part of efforts to improve the transport sector in Côte d'Ivoire.

The Prefect of Oumé, Kouacou Elysée, encouraged owners of unregistered vehicles to comply with the operation, stating that it is for everyone's benefit. He emphasized the importance of the project in improving road safety and reducing incivicism. The authorities expect the project to facilitate the work of defense and security forces.

The identification process will involve obtaining a vignette from the Société ivoirienne de contrôle technique automobile (SICTA), which is now subordonnée to the realization of the Réception à titre isolé (RTI) by the transport administration. Koué-Bi Ferdinand also praised the issuance of regional transport authorization attestations, which will contribute to better organizing the transport sector.

The project is part of a prefectural decree issued on March 13, 2026, creating a regional commission to identify unregistered motorcycles in the Goh region. The commune of Oumé has designated the courtyard of the departmental infrastructure direction as the reception site for identifying two- and three-wheeled vehicles. The authorities expect the project to improve road safety and reduce insecurity.

The project will help combat incivicism and certain forms of insecurity, such as theft and attacks. It will also enable better monitoring of the transport sector. The authorities have urged stakeholders to cooperate with the project to ensure its success.

The launch of the project in Oumé is an important step towards improving road safety and organization in Côte d'Ivoire. The authorities expect the project to be replicated in other regions to achieve its objectives. The project will contribute to creating a safer and more organized transport sector in the country.
