The Côte d'Ivoire government will host the second joint review of projects funded or co-funded by technical and financial partners (PTF) on November 5-6, 2026, at the Sofitel Abidjan Hôtel Ivoire. The event, placed under the auspices of Vice President Tiémoko Meyliet Koné, will bring together nearly 200 participants. The main objective is to improve the execution of development projects and enhance their contribution to the ambitions of the National Development Plan (PND) 2026-2030.
The review is taking place in a context marked by increased financial commitments from development partners and the need to accelerate the implementation of structuring projects. This initiative follows the first joint review organized on July 9, 2025, by the Vice President's office, in collaboration with the Prime Minister's Task Force and coordination and monitoring cells. The first meeting allowed for an assessment of PTF portfolios, identification of institutional, operational, and regulatory difficulties, and proposals for a sustainable monitoring and consultation mechanism.
As of June 30, 2026, the portfolio of projects funded by PTFs has recorded significant growth, with over 149 projects valued at $7.874 billion. These investments cover strategic sectors such as infrastructure, agriculture, education, health, governance, private sector development, environment, and social protection. Additionally, development partners have announced their intention to contribute $80 billion to finance the PND 2026-2030, including $17 billion from the World Bank and $20 billion from the African Development Bank (BAD).
The new PND 2026-2030 has a total estimated cost of 114,838.5 billion FCFA and represents a major framework for mobilizing resources and coordinating partner interventions. The challenge now lies not only in mobilizing financial resources but also in their effective use, mastering execution deadlines, and achieving concrete results for the population. The second joint review aims to address these concerns by focusing on five main areas.
The second joint review will focus on the presentation of the execution status of existing portfolios, identification of recurring difficulties, evaluation of risks, sharing of best practices, and formulation of operational recommendations. The meeting should enable the identification of concrete solutions to constraints encountered on the ground and strengthen coordination mechanisms, improve operation monitoring, and create conditions for smoother project execution.
The event will bring together around 200 participants from institutions of the Republic, public administration, technical and financial partners, and structures directly involved in project execution. The main financial partners, including the World Bank, African Development Bank (BAD), European Investment Bank (EIB), and others, will be represented.
The Arab Coordination Group will also participate through the Islamic Development Bank (IDB), the Arab Bank for Economic Development in Africa (BADEA), the OPEC Fund for International Development, the Saudi Fund for Development (FSD), and the Kuwaiti Fund for Arab Economic Development. The meeting aims to consolidate dialogue between national administrations, project coordination structures, and international financial institutions.
