The Bureau national de la prospective et de la veille stratégique (BNPVS) of Côte d'Ivoire has reaffirmed its commitment to promoting a culture of prospective within the country's administration. This effort is part of a broader initiative to enhance strategic planning and policy coherence. The BNPVS, under the Ministry of Planning and Development, has developed a Manual of Procedures for Conducting Sectoral Prospective Studies. This manual serves as a methodological reference for conducting prospective studies.
The BNPVS has initiated a nationwide campaign to disseminate the manual to public technical actors involved in prospective and strategic planning. The campaign, running from July to December 2026, targets various sectors, including productive sectors, environment, education, and infrastructure. The goal is to equip sectoral actors with a common prospective framework, thereby strengthening policy coherence and supporting the realization of Côte d'Ivoire's national development vision.
The manual was officially presented in 2025 after a validation process involving sectoral technical actors from institutions of the Republic, technical ministries, national public enterprises, and the private sector. This initiative aims to provide sectoral actors with a shared reference point for prospective studies, enhancing the consistency of public policies. By promoting a culture of prospective, the BNPVS seeks to improve strategic planning and decision-making within the administration.
The national campaign involves organizing workshops at the BNPVS conference room, bringing together participants from various sectors for a one-day session. Experts from the BNPVS will present the context of prospective in Côte d'Ivoire, the foundations of the manual, its structure, and the methodological steps for conducting sectoral prospective studies. The first session took place on July 30, 2026, in Abidjan, and was presided over by Adjemian Coffi Dongo, Secretary General of the BNPVS.
The workshops are structured to address different sectors successively, including productive sectors, environment, education, general administration, social sectors, infrastructure, public enterprises, communication, security, and defense. By engaging various stakeholders, the BNPVS aims to ensure that the manual's content is well-understood and effectively utilized across different sectors. This approach will facilitate the integration of prospective thinking into strategic planning and policy development.
Dr. Coulibaly Tiécoura Hamed, Head of the Sectoral and Territorial Studies Division, served as the trainer for the first session. The BNPVS's efforts to promote prospective culture are expected to enhance the quality of strategic planning and policy-making in Côte d'Ivoire. By providing a common framework and tools for prospective studies, the BNPVS is contributing to the country's development goals.
The campaign's success will depend on the active participation of sectoral actors and their willingness to adopt prospective approaches in their work. The BNPVS's initiative has the potential to strengthen Côte d'Ivoire's strategic planning capabilities, ultimately supporting the country's sustainable development. The campaign's impact will be monitored through the feedback and outcomes from the workshops and the implementation of prospective studies across various sectors.
