TAFOUK TV, a television channel launched by the Alliance of Sahel States (AES), has issued a call for expressions of interest to recruit a specialized consultant. This initiative aims to optimize the exploitation, maintenance, security, and availability of the equipment. The manual will cover various aspects, including technical organization, operating procedures, preventive and corrective maintenance, and risk management.
The consultant will be required to perform several tasks, including conducting a technical diagnosis of the installations, establishing an exhaustive inventory of equipment, and analyzing technical and operational risks. The consultant will also define operating procedures, develop preventive and corrective maintenance procedures, and establish a system for tracking interventions and maintenance. Additionally, the consultant will be responsible for developing technical registers and documents, as well as procedures for backup and security.
The technical manual will cover various installations and equipment, including the final control and diffusion studio, production, playout, storage, and archiving. It will also cover transmission, audiovisual studio and reporting equipment, audio equipment, computer infrastructure and networks, servers, NAS, and backup systems. Furthermore, the manual will address cybersecurity, access, electrical installations, generators, and air conditioning systems.
The consultant will be required to have a multidisciplinary team with experience in television, broadcasting, or audiovisual media environments. The team will comprise several experts, including a senior engineer with at least 10 years of experience in audiovisual and broadcast engineering. Other experts will include a maintenance and audiovisual systems specialist, an IT, network, and cybersecurity specialist, and an energy, safety, and technical security specialist.
The team leader will be required to have a degree of at least Bac+5 in telecommunications, electronics, industrial computing, or a related field. They will also need to have at least 10 years of professional experience, with at least three similar missions completed successfully. The team leader will need to have solid coordination, analysis, and writing skills in French.
The consultant will be required to submit a technical and financial proposal, which will be evaluated based on several criteria. The criteria include the consultant's experience, the team's composition and qualifications, and the proposed methodology. The consultant will be expected to work closely with TAFOUK TV's technical team to ensure that the manual meets the channel's specific needs.
The deadline for submitting expressions of interest is not specified. However, interested consultants can contact TAFOUK TV for more information.
