The Burkinabé government, through the General Directorate of Territorial Development, has organized a workshop to popularize the new Land Reorganization and Land Law (RAF) among stakeholders in the Nando region. The workshop, held in Koudougou, aims to strengthen the understanding of the new legal framework among stakeholders involved in land management. The event brought together several actors, including representatives of the administration, territorial collectivities, technical services, civil society organizations, and community representatives.

The new law, adopted on October 21, 2025, reforms the legal framework for land management in Burkina Faso. It reinforces the state's control over the national land domain, regulates land management and transfer, and consecrates the digitalization of land procedures and acts. The law also provides for better regulation of the cadastre, protection of administrative reserves, and new provisions for expropriation for public utility.

According to Talari Germaine Ouoba, High Commissioner of Sanguié representing the governor, the adoption of a law is not enough to guarantee its appropriation by the populations. She emphasized the importance of explaining the main provisions of the law to stakeholders involved in its implementation. Ouoba also welcomed the organization of the workshop, which will enable stakeholders to appropriate the new provisions.

Yacouba Belem, interim coordinator of the Project to Support the Strengthening of Land and Mining Management (PARGFM), recalled the importance of the activity, which aims to explain and make the new law understood. He emphasized that the workshop will enable the first administrative relays in the region to be equipped with the main innovations introduced in the RAF.

Télesphor Maré, Director of Spatial Studies and Territorial Planning, stated that the new law constitutes a new step in land governance in Burkina Faso. He emphasized that the state is affirming its authority over national land while conserving the possibility of transferring certain portions to territorial collectivities or private individuals.

The workshop is part of a series of regional events conducted under the aegis of the Ministry of Economy and Finance, with financial support from PARGFM. The goal is to promote a better understanding of the new legal framework governing land management in Burkina Faso.

The new law provides for reinforced sanctions for land infractions and prioritizes the emphyteutic lease for certain uses of developed land. It also aims to preserve and consolidate social peace, promote social progress, economic efficiency, and environmental protection.
