The 12th edition of the annual review of the implementation of reforms, policies, programs, and community projects of the West African Economic and Monetary Union (UEMOA) was opened in Ouagadougou, Burkina Faso, on November 4, 2026. The country's Minister of Economy and Finance, Aboubakar Nacanabo, presided over the ceremony. With an implementation rate of 88.70% recorded in 2025, Burkina Faso aims to consolidate its gains and improve its results further.

The review evaluated 145 texts and three community projects and programs, yielding a satisfactory result that ranks Burkina Faso among the most advanced UEMOA member states. Salifou Savadogo, Director of Monetary and Financial Affairs, representing Minister Nacanabo, commended the commitment, rigor, and professionalism of national experts for these results. He also expressed the Burkinabè authorities' recognition of the UEMOA Commission's constant support in implementing common policies and achieving regional integration objectives.

The annual review aims to establish a diagnosis of the implementation of UEMOA reforms at the national level and assess the execution of community programs and projects. This exercise allows for the identification of constraints and delays hindering the execution of certain projects. The review covers four main objectives: verifying the effective application of reforms, measuring national performance, strengthening technical dialogue, and identifying constraints.

The review's technical phase assesses the effective application of 149 regulatory texts and 11 community programs and projects, representing a total financing of over 19 billion CFA francs. The discussions will evaluate Burkina Faso's progress in implementing community engagements and executing UEMOA initiatives. The works are structured around four main objectives, focusing on economic governance, market integration, and sectoral policies.

According to Salifou Savadogo, the success of regional integration is not measured by the number of adopted texts or planned projects but by their effective implementation and concrete results obtained for the populations. He emphasized the need for reliable evidence to objectively evaluate Burkina Faso's performance in 2026. The conclusions will be recorded in a consensual memorandum signed by the UEMOA Commission and national authorities.

The participants were urged to be rigorous and provide precise and documented information. The review's conclusions will be submitted to the government and the UEMOA Commission president during the political phase, before being transmitted to the Burkinabè Prime Minister. The quality of this evaluation has significant implications for potential decisions and corrective measures.

The Burkinabè authorities aim to surpass the 88.70% implementation rate achieved in 2025. With the mobilization and experience of national experts, the country's representative expressed confidence in achieving this objective. The annual review will enable the identification of areas for improvement and the proposal of corrective measures to accelerate the implementation of community engagements.
