Security Intelligence and Fraud Prevention Consultant, Richard Kumadoe, has urged authorities to thoroughly investigate allegations of military brutality in Bunkpurugu, North East Region. Several residents claim that soldiers enforcing a curfew imposed amid chieftaincy tensions entered homes, assaulted occupants, and damaged property. About four residents are receiving treatment at the Bunkpurugu District Hospital for injuries allegedly sustained during the incidents.

The allegations arise against a backdrop of renewed violence linked to a long-running chieftaincy dispute in Bunkpurugu. Recent clashes resulted in a woman's death and a soldier being shot and injured, prompting heightened security operations. Families of the affected residents are calling for investigations and justice.

Mr. Kumadoe explained that a curfew is a short-term security measure to help regain control and restore peace. He stated that every curfew comes with specific protocols, including defined operating hours and responsibilities for security personnel. The duration of a curfew varies depending on the security situation, and authorities review the measure based on developments and resident behavior.

The Interior Ministry imposes a curfew, while law enforcement officers, including the military, enforce restrictions and maintain law and order. Mr. Kumadoe noted that situations can arise during enforcement operations that might lead to confrontation or escalation. He cited a situation where a person carrying a weapon enters a house, and security personnel have a duty to retrieve the weapon, potentially leading to escalation.

Mr. Kumadoe stressed that where military personnel are found to have acted improperly, the Ghana Armed Forces has internal mechanisms to investigate and sanction them. The military operates under both military and civil laws, allowing affected individuals or families to pursue legal action if necessary. The police can also investigate officers who may have violated Ghana's civil laws if there is evidence of wrongdoing.

Commenting on the Bunkpurugu incident, Mr. Kumadoe said investigators must establish whether the situation resulted from fatigue among security personnel, individuals taking the law into their own hands, or a specific incident that triggered an enforcement action. He believes it's premature to attribute the reported incidents solely to the curfew until the facts surrounding the alleged assaults and damage to property are established.

Mr. Kumadoe acknowledged the significant role security agencies have played in maintaining relative peace and stability in the area, allowing development activities to continue. He described the Bunkpurugu situation as potentially an isolated incident requiring proper investigation rather than a basis for condemning the entire security operation. Mr. Kumadoe appealed to residents, families, and stakeholders to avoid actions that could inflame the conflict, stressing the importance of peace and cooperation with security authorities.
