The District Chief Executive for Builsa South, Anne Musah, has set a target of GH¢1 million in internally generated funds for the district. This goal is part of efforts to improve revenue collection performance, which has already seen significant progress. The Assembly has achieved over 80 percent of its revenue target for 2026, following the introduction of measures to enhance collection, particularly on market days.
According to Madam Musah, the Assembly's revenue mobilisation efforts have improved drastically since she assumed office in 2025. She attributed this progress to strategies implemented, including deploying Assembly staff to support revenue collectors during market days. This intervention has led to increased compliance and collections. The DCE expressed optimism that the district can achieve its revenue target with sustained efforts.
Despite the progress made, Madam Musah acknowledged that property rate collection remains an underutilised source of revenue for the Assembly. To address this, the Assembly plans to strengthen efforts to collect property rates, which will contribute to achieving the GH¢1 million revenue target proposed by the Upper East Regional Coordinating Council. This move is expected to significantly boost the district's revenue.
Madam Musah highlighted several initiatives undertaken by the Assembly to improve living conditions in the district. These include drilling 20 boreholes in communities across the district to improve access to potable water, with plans to construct an additional 10. The Assembly has also been using equipment provided under the District Road Improvement Programme to reshape deteriorated roads and fill potholes.
The DCE expressed gratitude to the Member of Parliament for Builsa South for providing fuel to facilitate the operation of the equipment used for road maintenance. She also disclosed that the Assembly has undertaken economic empowerment initiatives, including training and supporting women’s groups to improve their incomes and livelihoods. These interventions aim to address development challenges and improve living conditions in the district.
Madam Musah participated in the 2027–2030 Regional Composite Budget Hearings in Navrongo, where she discussed the Assembly's performance, challenges, and development planning. She described the exercise as an opportunity for assemblies to assess their performance, identify challenges, and improve development planning. The budget hearing is expected to help the Assembly improve its development initiatives.
While acknowledging that Builsa South continues to face development challenges, Madam Musah expressed confidence that improved revenue mobilisation and sustained investment in infrastructure and social services will help address them. The Assembly's efforts to enhance revenue collection and invest in key sectors are expected to contribute to the district's overall development.
