The Benin Ministry of Economy and Finance has launched the third phase of its Official Mission Framework System, Semo+, on October 7, 2026. This new application aims to enhance control and tracking of official missions by introducing geolocation and biometric identification. The system is designed to confirm the effectiveness of public agents' missions. The launch event was attended by various stakeholders, including the Director of National Control, cadres from the General Directorate of Budget, and directors of administration and finance.

The Semo+ system is an upgrade to the existing Semo and Semo2 systems, which were launched in 2020 and 2026, respectively. The initial Semo system helped eliminate overlapping missions, while Semo2 focused on banking mission expenses. Semo+ is part of a broader reform to modernize, secure, and improve the tracking of official missions. According to Victorin Chincoun, a cadre at the National Control Directorate, the system aims to promote effective public action, transparency, accountability, and good governance of public finances.

The new Semo+ application requires agents to confirm their presence at the mission location using geolocation and biometric identification. This digital proof, which is timestamped, secured, and trackable, will gradually replace physical justifications such as visas and stamps obtained from police stations. A practical demonstration of the application's use was provided to participants, who also received responses to their concerns from the Director of National Control and the Director of Information Systems.

The Semo+ system addresses several shortcomings in the previous system, including overlapping missions, difficulties in verifying mission effectiveness, and inadequate tracking. The system also aims to prevent the attribution of inappropriate grades and the issuance of mission orders to individuals without links to the administration. By introducing geolocation and biometric identification, Semo+ enhances the transparency and accountability of official missions.

The Secretary General of the Ministry of Economy and Finance, Cheigun Habib Tidjani, praised the reform as a significant step forward in modernizing the administration. He noted that the application was developed locally in Benin, highlighting the country's capacity for innovation. The launch of Semo+ is part of a broader effort to improve the management of official missions and promote good governance.
