The government of Benin has launched an online platform that enables citizens to obtain their judicial records instantly, eliminating the need for paperwork and reducing the number of trips to administrative offices. As of November 1st, users who are already registered with the administration can access their records on the service-public.bj platform. This development aims to streamline administrative procedures and limit citizen displacement.

The procedure for obtaining judicial records relies on the individual's personal identification number (Npi) and civil status data already available in the administration's databases. Users can log in to the platform, select the "Instant Judicial Record" service, validate their request, and directly download their record. This process can be completed using a mobile phone, including for Beninese citizens residing abroad.

Judicial records have been exclusively issued online since July 2020 and are often required for competitions, recruitment, and visa applications. The introduction of instant delivery represents a significant improvement in digital public services. This innovation embodies the "Tell us once" principle, which aims to prevent citizens from providing the same information multiple times to different administrative bodies.

The Ministry of Justice and Legislation is the first government department to implement this approach through its Information Systems Directorate, in collaboration with the National Judicial Record Centre (Cncj). The instant delivery system is designed to minimize human intervention, intermediaries, and the risk of extortion. The Cncj guarantees the reliability of the documents issued, which retain their full legal value and can be verified.

For requests that cannot be processed automatically, they are forwarded to the Cncj for further examination. This development reflects the government's commitment to bringing administration closer to citizens through digitalization and better use of public data. The new system is expected to enhance the efficiency and transparency of public services.

The instant judicial record delivery service is part of a broader effort to modernize public services in Benin. By leveraging technology, the government aims to improve the overall experience of citizens interacting with administrative bodies. This move is likely to have a positive impact on the country's digital transformation agenda.

The successful implementation of this system could serve as a model for other government departments and countries in the region. As Benin continues to invest in digital infrastructure, citizens can expect further improvements in the delivery of public services. The government's focus on digitalization is expected to drive economic growth, enhance transparency, and improve the overall quality of life for its citizens.
