The 12th edition of the annual review of reforms, policies, programs, and community projects of the West African Economic and Monetary Union (UEMOA) kicked off in Benin on November 4, 2026. The three-day meeting in Cotonou brings together experts from the regional institution, representatives from sectoral ministries, public institutions, and stakeholders involved in implementing community reforms. The review aims to assess the progress made in implementing community reforms and identify challenges.

At the opening ceremony, Yawovi Batchassi, the resident representative of the UEMOA Commission in Benin, emphasized the importance of this annual exercise, which takes place in member countries. He noted that the review provides an opportunity for a comprehensive examination of the application of community texts in Benin, evaluating the results achieved and identifying difficulties hindering their implementation.

Alastaire Sèna Alinsato, director of the cabinet, representing the Minister of Economy and Finance, reaffirmed the Beninese government's commitment to accompanying this dynamic. He presented the review as an essential meeting in the vision "Benin 2060 Alafia, a world of splendors," which prioritizes cooperation and regional dynamics.

The review will focus on evaluating the level of transposition and application of several community texts and assessing certain projects. During the three-day meeting, the two parties will review the implementation of 149 community texts and the progress of three UEMOA projects and programs being executed in Benin, linked to agriculture, livestock, energy, and transport infrastructure.

Issa Sawadogo, responsible for the technical team of the UEMOA Commission, stated that this evaluation allows for measuring the progress made by states in implementing reforms. He noted that since the inception of this review over a decade ago, significant progress has been recorded. Sawadogo observed that in the past, reforms were adopted without follow-up, but since the review was established, notable advancements have been made.

According to Sawadogo, Benin was at nearly 73% implementation rate last year, and the country aims to surpass this rate. The government has demonstrated its commitment to regional integration and cooperation. The review will enable stakeholders to identify areas for improvement and strengthen the implementation of community reforms.

The UEMOA Commission and the Beninese government are working together to ensure the success of this review. The meeting will conclude on November 6, 2026, with recommendations and a roadmap for the implementation of community reforms and projects in Benin.
