The Baylor College of Medicine Children’s Foundation -Uganda, an indigenous not-for-profit child health and development organisation, is seeking a HIS and Communication Technology Advisor. The successful candidate will lead the Health Information Systems and Communication Technology function, developing and implementing the organisation’s ICT strategy. They will ensure the efficient operation of Baylor Foundation Uganda’s ICT systems and services. The organisation is affiliated to the Baylor College of Medicine International Paediatric AIDS Initiative.
The HIS and Communication Technology Advisor will be responsible for ICT governance, developing and monitoring the implementation of ICT policies and procedures. They will protect the confidentiality, integrity, and availability of information at Baylor Foundation Uganda. The advisor will also develop and monitor the implementation of the ICT strategy, workplan, and budget. Additionally, they will facilitate and support the audit management process, including coordination of audit assignments and resolution of audit issues.
The role involves managing and investigating cybersecurity incidents and recommending remedial actions. The HIS and Communication Technology Advisor will develop and implement the Business Continuity Plan and Disaster Recovery Plan, ensuring that required tests are executed and test failures addressed. They will also develop, review, and certify all backup and recovery procedures, ensuring data security and availability.
The advisor will be responsible for ICT infrastructure and digitalization, developing and ensuring implementation of the Digitalization strategy. This will involve covering all ICT automations, process optimizations, and system integrations to improve efficiency. They will also develop and monitor the implementation of ICT fixed assets management procedures.
The HIS and Communication Technology Advisor will provide technical specifications and participate in the evaluation of ICT solutions to support procurement. They will track compliance of security controls and follow up on the closure of gaps for timely remediation. The advisor will perform routine audits of the systems and ensure continuous vulnerability assessments on Baylor Foundation Uganda systems.
The role involves promoting digital health innovations and driving internal awareness and adoption. The HIS and Communication Technology Advisor will analyze complex business needs presented by users and recommend technical solutions. They will keep senior management updated on emerging trends, technologies, and solutions to keep Baylor Foundation Uganda in line with innovation.
The successful candidate will have a Master’s degree in Information Technology, Computer Science, Software Engineering, Health Information Systems, or a related field. They will have five years of experience in IT, with three years at a managerial level in IT and system management. Relevant certifications such as ITIL, COBIT, PMP/PRINCE2, CISSP, CISM, CompTIA Security+, CCNP, MCSE, OCP, and Microsoft Azure/AWS certifications are an added advantage.
