The Commission National Electoral (CNE) of Angola will require a total of 495 billion kwanzas, equivalent to over $500 million, from the state's coffers for the 2026-2027 biennium to prepare and conduct the upcoming general elections. This amount represents a significant increase of approximately 170 billion kwanzas compared to the previous electoral cycle (2021-2022). The funds will be allocated towards various activities, including preparations and the actual conduct of the elections.
According to the proposed 2027 State Budget (OGE 2027), submitted to the National Assembly by the Executive on October 30, the CNE has been allocated 252 billion kwanzas for the upcoming year. This amount is in addition to the 243 billion kwanzas already allocated in the 2026 OGE for election preparations. A breakdown of the CNE's budget for 2027 shows that the largest portion, 159.9 billion kwanzas, will be spent on goods and services.
The CNE's personnel expenses are expected to increase slightly from 46 billion kwanzas in 2026 to 52 billion kwanzas in the 2027 budget proposal. A review of the document revealed a change in the accounting of expenses compared to the previous electoral cycle (2021-2022). In the pre-election year of 2021, the CNE's allocation was only 22.9 billion kwanzas, which surged to 302.5 billion kwanzas in the election year (2022), totaling 325.4 billion kwanzas.
In contrast, the financial reinforcement for the 2026-2027 biennium has been distributed almost equally between the two years, totaling 495 billion kwanzas. This represents an increase of 169.6 billion kwanzas (approximately $162 million) compared to the previous cycle. The proposed OGE 2027, valued at 37.34 trillion kwanzas, will now proceed to debate and voting in the National Assembly before its final approval.
The discussion and voting on the general budget are scheduled for November 12, 2026. The government estimates that the gross financing needs for the next economic exercise will be around 15.5 trillion kwanzas, with the largest portion of this amount directed towards the financial market to honor existing commitments with creditors.
The significant increase in the CNE's budget has raised concerns about the financial implications for the state. However, the government has assured that the allocation is necessary to ensure the smooth conduct of the elections. The CNE's chairperson has previously emphasized the importance of adequate funding to guarantee the integrity and transparency of the electoral process.
As the National Assembly prepares to debate and vote on the proposed budget, lawmakers are expected to scrutinize the allocation for the CNE and other government agencies. The approval of the OGE 2027 will be crucial in determining the financial framework for the upcoming elections and other state activities.
