Angola and Tanzania have formalised their technology relationship through an ICT memorandum signed in Dar es Salaam on 29 October 2026. The agreement was signed during Angolan President João Lourenço’s state visit to Tanzania. This memorandum provides a structured channel for sharing digital expertise and developing future technology projects between the two countries. The signing was reported by the Angola Press Agency.
The ICT memorandum is one of four bilateral cooperation instruments signed by the two governments. The other instruments cover aviation, justice, and meteorology. No financial value was attached to the ICT memorandum or the other agreements. The framework creates a basis for technical engagement in a sector that increasingly supports public services, trade, and infrastructure planning across Africa.
The ICT memorandum is a platform for future digital infrastructure rather than a disclosed investment commitment. Practical areas for cooperation include digital platforms, public-sector systems, satellite connectivity, and data services. Angola operates the ANGOSAT-2 communications satellite, which gives Luanda relevant experience to share with Dar es Salaam.
Angola’s domestic digital sector has been active recently. Q-KON and Angolan ICT provider SISTEC launched a local point of presence in Luanda, connecting to Q-KON’s Twoobii service, which runs on Eutelsat OneWeb’s low-Earth-orbit network. The project targets data sovereignty, local traffic routing, and low-latency connectivity for government, financial, and enterprise users.
Angola also hosted the seventh SADC regional cyber drill from 5 to 9 October 2026 in Talatona, Luanda. The event brought together 282 delegates from SADC member states and regional ICT bodies. This activity signals a broader shift toward structured cybersecurity cooperation across southern and eastern Africa.
For Tanzania, the memorandum offers access to technical experience from a fellow African market with satellite and connectivity assets. For Angola, the agreement extends its digital reach into East Africa. The agreement is expected to benefit network suppliers, systems integrators, and specialist software firms.
Government-to-government technology agreements typically open procurement pathways. The significance of the ICT memorandum lies in formalising a channel for cooperation, not in any immediate transaction. The agreement sets a foundation for future collaboration and development of digital infrastructure between Angola and Tanzania.
