The Anti-Corruption Court has granted Ambassador Herbert Kiguli a cash bail of Shs10 million after he presented substantial sureties in a case in which he is accused of causing a Shs494 million financial loss to the government. Kiguli, 59, is the Consul General at Uganda’s Consulate General in Mombasa, Kenya. He was arrested on October 5 by the Inspectorate of Government and remanded to Luzira Prison over the alleged financial loss.

According to the charges, Kiguli, who was then Commissioner for Human Resource Management at the Ministry of Agriculture, Animal Industry and Fisheries in Entebbe, irregularly originated and signed five requisitions amounting to Shs614.768 million on behalf of the Principal of Bukalasa Agricultural College between November 9 and 10, 2020. The prosecution alleges that Kiguli knew or had reason to believe that his actions would cause financial loss to the government.

The transactions resulted in a loss of Shs494.097 million and were prejudicial to the interests of the government. Kiguli denies the allegations. The court ordered his sureties to sign a non-cash bond of Shs300 million and directed Kiguli to return to court on November 11, 2026, for mention of the case.

Kiguli's case is one of several high-profile corruption cases in Uganda. The country has been working to combat corruption and ensure accountability in government. The Inspectorate of Government and other agencies have been involved in investigating and prosecuting cases of corruption.

The Anti-Corruption Court is one of the specialized courts in Uganda that deals with cases of corruption and economic crimes. The court has been instrumental in prosecuting high-profile cases and recovering stolen funds.

Kiguli's bail conditions and the court's orders are a significant development in the case. The sureties' non-cash bond of Shs300 million and Kiguli's cash bail of Shs10 million are intended to ensure that he appears in court for the trial.

The case will continue on November 11, 2026, when Kiguli is expected to appear in court for mention. The prosecution and defense will prepare for the trial, and the court will determine the next steps in the case. Kiguli's fate and the outcome of the case will be closely watched by the public and stakeholders.
