The president of the Ouaguenoun Communal People's Assembly (APC), Mohand Saïd Hdji, recently addressed concerns about the delayed revamping of the communal road connecting Tamda to Djebla. In a statement on his personal social media page, Hdji acknowledged residents' worries and assured them that resolving the issue remains a top priority. He emphasized the need for clarification on the reasons behind the considerable delay in the project's implementation.
According to Hdji, the project was proposed and included in the sectoral framework program for 2018 during the wilaya arbitration, and was subsequently retained. The Direction des Travaux Publics (DTP), which is the project's main authority, launched a consultation that led to the selection of the HADJOU company to undertake the work. Despite this, the project has faced significant delays.
Hdji attributed the delays to administrative inefficiencies and bureaucracy, which are widely acknowledged. He stated that these issues hindered the prompt commencement of the work. However, he stressed that he and the executive committee did not remain inactive, and instead exerted legitimate pressure on the Director of Public Works to initiate the project as soon as possible.
The APC president revealed that several written reminders were sent to the Director of Public Works under the cover of the head of the daïra. A recent on-site meeting between the DTP, the head of the daïra, the HADJOU company, and himself resulted in a commitment from the company to start the work promptly. Unfortunately, this commitment has yet to be fulfilled.
Hdji pointed out that a major challenge on the road is the area where various housing projects are being constructed. To alleviate the difficulties faced by residents, the APC has intervened with its equipment, depositing schist on multiple occasions to facilitate circulation. However, he acknowledged that this is only a temporary solution and does not meet the aspirations of the residents.
The APC president expressed his belief that the project could have been completed without issues if a genuine decentralization policy were in place. He emphasized that it is essential to determine the responsibilities of each party involved. Hdji's statements reflect the concerns and frustrations of the local population regarding the long-delayed project.
