On October 31, 2026, Algerian President Abdelmadjid Tebboune delivered a speech at the third Russia-Africa Summit in Moscow, which was read on his behalf by Prime Minister Sifi Ghrieb. In the speech, Tebboune emphasized the importance of translating the common political will into concrete projects and tangible results that would enhance economic and commercial exchanges, encourage investments, and expand cooperation prospects between Russia and Africa.

Tebboune saluted Russia's role in reinforcing its relations with African countries and supporting the continent's socioeconomic development and cooperation in priority areas. He also highlighted the significance of initiatives aimed at broadening the scope of Russo-African partnership, strengthening dialogue, and coordinating regional and international issues of common interest, serving peace, security, and international cooperation.

The Algerian president underscored his country's continued efforts to consolidate fraternity and solidarity ties with African brother countries, support development processes, exchange expertise, and enhance capacities to promote South-South cooperation. This cooperation aims to meet the continent's development needs and strengthen integration among its countries.

Tebboune mentioned the importance of integrated and structuring projects that contribute to enhancing continental connectivity, such as the trans-Saharan road, energy and telecommunications interconnection projects, and the trans-Saharan gas pipeline (TGSP) project. These projects complement initiatives to operationalize the African Continental Free Trade Area (AfCFTA).

Regarding security challenges facing the African continent, Tebboune stressed the need for a comprehensive and integrated approach to combating terrorism and violent extremism. This approach should combine security measures with addressing the root causes of these phenomena, recalling recommendations and initiatives presented as the African Union's Champion for Prevention and Combating Terrorism and Violent Extremism.

Russian President Vladimir Poutine highlighted the strong relations between Algeria and Russia, praising Algeria's position as a strategic partner. Russian Foreign Minister Sergueï Lavrov also emphasized the historical and centuries-old relations between Algeria and Russia, founded on a common experience of fighting colonialism and cooperation dating back to Algeria's independence.

Lavrov noted the convergence of views between Algeria and Russia on global events, international order, and the need to work towards justice in international relations. He also recalled the visit by President Tebboune to Russia in 2023 and the signing of the Declaration of Deepened Strategic Partnership with President Poutine, which defines future cooperation orientations.
