Algerian Minister of Higher Education and Scientific Research, Kammal Baddari, chaired the third multi-sectoral meeting to review the implementation of the National Artificial Intelligence Strategy. The meeting was attended by various sectoral committees and aimed to transition from the planning phase to the actual implementation of the strategy's priority axes and projects. The meeting reviewed the progress of sectoral financial estimates required to cover programmed operations within the strategy's roadmap.
The Data and Infrastructure Committee identified 17 infrastructure-related operations and 14 data-related operations for 2026, including determining future needs for infrastructure and equipment to localize AI applications. The committee proposed establishing a complex that brings together public and private economic institutions to enhance integration between national technological and economic capacities. The meeting also approved a revised draft decree to establish a national research center for artificial intelligence and data.
The Financing Committee presented various sources and mechanisms for financing projects and operations related to the strategy, including public financing, establishing a national fund, and international financing. The committee also suggested investing economic and financial returns generated by AI applications. The Large Language Models Committee reported on the progress of four large language models and another model for students.
The Doctoral Studies in Artificial Intelligence Committee outlined the axes of doctoral training, which will be announced in November 2026. The Continuous Training in Artificial Intelligence Committee identified 85 training operations aimed at developing human resources in various sectors through thematic and precise training programs in AI and its applications. These programs aim to enhance skills and competencies in AI.
The International Cooperation Committee highlighted the institutional frameworks and international initiatives in which Algeria is involved in AI, as well as priority areas that should be focused on to serve national goals. The committee emphasized the importance of international partnerships in advancing AI research and development in Algeria.
The National Thematic Network for Research in Artificial Intelligence will oversee operations within the national AI strategy through national research projects starting in October 2026. The network will ensure the implementation of research projects and provide support for researchers and institutions.
The meeting concluded that the implementation of the national AI strategy is moving towards a more operational phase, focusing on resource mobilization, infrastructure development, and human capacity building. The strategy aims to transform AI into a driver of development, innovation, and value creation in Algeria.
