He suggested compensating communes that have not benefited from social housing projects by providing rural housing instead. The Vice President also recommended providing financial assistance to poor communes to acquire land for new housing projects.
Dr. Chachoua stressed the need for a better information system to track and monitor housing projects. He proposed establishing a networked system between relevant authorities, including the OPGI, CNL, and DUAC, to facilitate timely interventions and prevent delays. The Vice President cited the example of the village of Ath Ali Outhmim in Saharidj, which has been delayed due to lack of financing despite having available land and completed studies.
The Vice President urged authorities to encourage the development of grouped rural housing projects, citing the potential for growth in these areas. He suggested that local authorities identify underutilized land and reclassify it for housing projects. Dr. Chachoua also called for the creation of a fund to support rural and mountainous areas, citing examples of pressing needs in areas such as Ivahlal, Aghbalou, and Saharidj.
